Humane Society Reaches Out to Unincorporated Area

WASHINGTON, MISSOURI (The Missourian) - In 2011, the Franklin County Humane Society had a total of 2,487 intakes, which includes 1,152 dogs and 1,335 cats.

Nearly 84 percent of total intakes were from Franklin County cities and unincorporated Franklin County, said Karen Tudor, executive director of the shelter.

Unfortunately, there is a disproportionate amount of funding coming from unincorporated Franklin County.

Four cities, Washington, Union, St. Clair and Gerald, pay for the stray animals that are brought in through animal control and by citizens.

Animal control contributed $39,310 in 2011. Surrender income was $17,800.

“That’s why we rely so heavily on fundraisers,” Tudor said.

Unincorporated Franklin County doesn’t fund any animals and is not required to pick up strays.

Animal control only brought in one animal from unincorporated Franklin County in 2011. Despite that, nearly 900 stray animals were brought in by citizens from unincorporated Franklin County.

“We would love to have a partnership with unincorporated Franklin County,” King said. “We can help take the animals out of harm’s way.”

Tudor said a partnership also would help keep litters down and lessen the risk of animals contracting rabies.

She said that having so many strays is a health and safety risk to the community and urged people who have a concern to contact their commissioners and ask them to look at the issue.

Donations for an animal brought in averages about $2 to $3 and tops out at $5 to $6, Tudor said, and 60 percent are unfunded animals.

Overall, animals were healthy in 2011. There were no parvo outbreaks, despite one animal being brought in with parvo.

“We have a very good health record, which is the result of us keeping a clean shelter. It makes us happy and proud,” Tudor said.
