The state of Oregon has issued a draft permit that would allow Ambre Energy to build a coal-export terminal at the Port of Morrow and to barge 8.8 million tons of coal through the Columbia River Gorge National Scenic Area.
Coal exports threaten endangered species and human communities in the Northwest and around the globe. If a final permit is approved, construction on the first coal terminal in the Northwest could start in months.
