Nscs - Novosibirsk School Of Civil Society Charity Profile
NSCS is a voluntary, non-governmental non-commercial public organization which activity spreads to all Russian regions. NSCS staff consists of 11 permanent employees. Leading NSCS members work together since 1995 and proved to be experts in public relations. NSCS overall objective is contributing to establishing civil society in Russia. NSCS aim is to assist independent media emergence and developing involving community in local authorities’ activity establishing transparent equitable dialogue between municipalities, independent mass media and community
A platform for such a dialogue provides independent mass media that expresses public interests instead of being someone’s mouthpiece. On the one hand media independence means authorities’ non-intervention into the editorial policy; on the other hand it gives society groups an opportunity to openly declare their interests through mass media. As opposed, media usurpation by authorities results in decreasing number of openly declared interests and problems (but not in their absence), authorities estrangement from the community and return to authoritarianism. We teach local authorities methods of equitable dialogue. We try to persuade them that independent mass media is an indicator of social problems and mirror of social situations. We try to make them realize that independent media is also a channel of involving public resources into the authorities’ activity, and a mechanism of authorities’ performance evaluation by the society.
NSCS believes its objective is to assist establishing transparent public policy of local authorities. Though municipalities should realize that informing the citizens is just the first step towards the transparent public policy. Such a policy should include something more important than just informing — extensive public deliberation and citizens engagement into the decision-making process of local authorities. Public policy implies an on-going dialogue between the citizens and the authorities.
