The objectives of INDE is to help people, communities, and institutions and / or associations that represent these people and communities to strengthen capacities to choose their mode of life, can ensure material conditions of a life with dignity, you are guaranteed the fundamental rights of democracy, education, culture, the influence on social change, finally, to participation in various spheres of activity and the exercise of active citizenshipTo achieve these objectives, the INDE develops programs and partnerships based in communities and in communities created by them, and in the territories where they live.

A INDE manifesta, organiza e concretiza a solidariedade para com os que dela precisam: comunidades excluídas ou marginalizadas, vitimas de discriminação, vitimas das consequências dos conflitos, vitimas de processos de organização social e económica que não tomam em conta os seus direitos. The INDE expresses, organizes and concrete solidarity with those who need it: excluded or marginalized communities, victims of discrimination, victims of the consequences of conflicts, victims of processes of social and economic organization that does not take into account their rights.

A INDE privilegia o campo das políticas sociais para a implementação de projectos de intervenção directa junto das comunidades. Por políticas sociais, entende-se o conjunto dos instrumentos de regulação social dos poderes públicos, os instrumentos de diálogo e de parceria na sociedade civil e entre a sociedade civil e os poderes públicos. A concretização destas direcções de trabalho passa pelo reforço dos projectos de terreno e de capitalização, e por uma reorganização em torno de grandes programas temáticos, bem como uma evolução das nossas práticas, em termos de financiamentos, de relações institucionais e de uma maior participação de vários actores individuais e colectivos na vida da INDE.
