Concerned over making the decisions about abused and neglected children's lives without sufficicent information, a Seattle Judge conceived the idea of using trained community volunteers to speak for the best interest of these children in court. So successful was this Seattle program that soon judges across the country began utilizing citizen advocates.The Court Appointed Special Advocates of Atlantic & Cape May Counties, Inc. has been operating since 1995. It was established by Mary, a foster care provider and mother of three, after grieving the death of a foster child who once resided in her home. Her mission was to work to prevent even one more child from falling through the cracks of our child welfare proceedings. The program operated on a small scale it its early years of existence.
