Development Expertise Center View Charity Profile
Development Expertise Center (DEC) is a legal Ethiopian Residence Charity Organization established in May 2007. It has been re-registered in October 2009 as per the newly endorsed Charities and Societies Proclamation by Ethiopian Government and it bears a registration number of 0009.
DEC aspires to see intellectually capable, functionally literate, self reliant and self confident empowered society.
DEC is operating in Afar, Amhara and Oromiya regional state and Addis Ababa city administration in Ethiopia. The major focus of DEC is on Basic Education and Vocational Skills training. The targets for its program are disadvantaged children, un-employed youths and destitute women.
Core Functions
To support community based basic education and vocational skills projects;
To design, implement and strengthen approaches for the quality improvement of basic education and vocational skill trainings;
To enable unemployed youth and destitute women in rural and urban areas create self employment schemes and make active participation in social and economic development for their livelihood improvement and
To promote appropriate technologies focused on environmental protection and renewable energy sources for sustainable development.
DEC has three interlinked major programs,
Partners Capacity Development: DEC, through its clustering approach facilitates and stimulates an exchange of information and experiences among education sector development practitioners, grassroots experts, action researchers, institutions, universities, colleges and local governments with a view to achieving greater synergy between each other's activities in the region. Cluster is a forum where all member practices equal footing partnership.
Dialogue for Development: Dialogue for Development is one of the three program components of DEC. DEC’s dialogue program is a multi dimensional conversation, debate, and arguments process for feasibility, applicability, effectiveness and efficiency of a development approaches, strategies and policies. It is a process of inviting views from different perspective to add new dimensions and thinking. Dialogue is about learn to listen to the voices of the excluded, the poor, to speak out of the heart – to share and learn, and strive to find ways to make voice of the poor articulate. It is not imposing views rather it is about sharing and reaching on consensuses. The process requires learning a variety of communication skills including tolerance, respecting ideas and listening.
Innovative Projects: DEC is supporting and implementing innovative projects. This is a means by which DEC tests ideas and concepts from dialogue for development, practical leaning tour sessions and other discussion forums. So far DEC has started piloting three innovative projects which include; Reaching Women Project, Basic Education Quality Improvement Project and Youth Center Development Project which have been initiated based on ideas and concepts from dialogue, practical learning tours and discussions. It pilots these projects with an intention of selling the idea to its partners.
From the mentioned innovative projects, the Reaching Women program and BEQIP have got appreciation by different stakeholders. The youth center project is at startup and it is started in one district of Amhara regional state and two districts of Oromia regional state.
